One of the key benefits is that Olmsted County now has a corps of motivated consultants rather than a kitchen SWAT team. They focus on prevention not on the gottcha factor which still appeals to some personalities in other jurisdictions – their own interpretation of their primary role being one of enforcement rather than coaching.
Could the Model Food Code be deployed in some way to encourage the expansion of this concept – for operators to earn their way to the more productive and cost-effective scheduled inspections.
